"Adaptive Decisionmaking and Cooperative Management of Uncertain Climate Change"
The UN Framework Convention on Climate Change (UNFCCC) demands stabilization of atmospheric greenhouse gas concentrations at levels that prevent dangerous anthropogenic interference with the climate system. Long-term climate policy requires an unprecedented degree of international cooperation to speed up emission reductions and technological change in the energy sector, despite a range of fundamental uncertainties. Extending the established optimal control approach, adaptive decisionmaking and management allow to adjust to the knowledge about the state of the climate system, the available energy technology, the selected targets and the policies of other actors. To allow for a qualitative assessment and viability analysis, a basic climate model is coupled to an economic production function, adjusted by estimated costs and damages and using investment strategies and emission reduction policies to shape alternative energy paths. Probabilistic emission scenarios take into account previous data and the future time horizon for decision-making, and are tested against variation of crucial parameters, in particular carbon intensity, climate sensitivity and discount rates.
