"Practitioner Perspectives Matter: Public Policy and Private Investment in the U.S. Electric Power Sector" - M.J. Barradale, UC Berkeley Energy and Resources Department, 2010.
My PhD research is based on an extensive online survey I conducted of 600-800 energy professionals in the US power sector. I will discuss two case studies that rely on this data. The first seeks to explain the surge of activity in 2005-2006 in coal-fired power plant development, as well as the subsequent decline in interest, by examining industry attitudes toward carbon policy and carbon risk.
The second looks at the impact of policy uncertainty on investment decision-making in renewable energy, using the federal production tax credit (PTC) and wind energy investment in the U.S. as an example.
